Massachusettes Tops The Charts

While Mass. tends to rank low in government and fiscal policy (34), infrastructure (41) and environmental policy (43).. it has ranked top of the list for Competitiveness by Beacon Hill Institutes for Public Policy Research's eighth annual report... (Suffolk University in Boston) Massachusettes ranked 2nd last year.
The ranking is based on 43 indicators which are then organized into eight sub-indexes by the institute. States are then ranked on a scale of 1 - 10 for each indicator.
Massachusetts, which fared poorly in the 3 areas mentioned above, did rank near the top in security, human resources, technology, business incubation, and openness indexes.
Mississippi was deal last in the overall ranking. Additionally Florida, which ranked No. 1 in government and fiscal policy, ranked no. 32 overall.. apparently being fiscally conservative doesn't make you all that awesome afterall.
