Twenty-five miles past North Carolina's Outer Banks, the offshore winds have been enticing a small Chapel Hill energy company to harness that power into electricity for the state. The Outer Banks Energy Corp. has been working on plans for an offshore wind farm for over a year. One has yet to be built in the United States, primarily because of the vast number of hurdles involved and opposition from citizens. In North Carolina, communities on both sides of the state have already shot down wind energy plans - in both the western mountains and along the western coast. Entrepreneur Donald Evans, 74, founder of the Outer Banks Energy Corp, has noted that this project is a colossal task, but wind energy is one of the best environmental options. North Carolina is known for its excellent wind resources, but the project would take at least seven years, and would cost upwards of $900 million. In the coming months, Evans will present his project in town meeting along North Carolina's coastal communities.
